The Town of Blackfalds is seeking a Senior Legislative Advisor to join our dynamic team and contribute meaningfully to our legislative processes.
About the Role
Reporting directly to the Chief Administrative Officer (CAO), the Senior Legislative Advisor provides expert legal and legislative guidance to support the organization's governance, policy development, and regulatory compliance. This position leads strategic initiatives, supports Council and committee processes, and ensures alignment with applicable legislation and best practices.
Key Responsibilities
- Interpret and advise on complex legislative matters.
- Draft and review bylaws, policies, contracts, and agreements.
- Support the CAO, Mayor, and Council with legislative and procedural guidance.
- Oversee Council Chambers and act as backup to the Executive & Legislative Coordinator.
- Coordinate committee agendas and minutes; manage legislative documentation.
- Serve as Returning Officer for municipal elections and Census Coordinator.
- Maintain the Legislative Services webpage and ensure information is current.
- Prepare and monitor budget for Legislative and Administration areas.
- Uphold integrity and professionalism in all legislative matters.
Required Knowledge, Skills, and Abilities
- In-depth knowledge of Alberta’s Municipal Government Act and municipal governance.
- Skilled in interpreting legislation and ensuring compliance across multiple acts.
- Ability to simplify complex legal and legislative language into clear, actionable guidance.
- Provides politically aware, solution-focused advice on legislative requirements.
- Navigates legal frameworks to align operations and governance with legislative requirements.
- Proven competence with Microsoft Office Suite.
- Proficient in electronic records management systems.
- Exceptional research, writing, conflict resolution, and problem-solving abilities.
- Detail-oriented with excellent task prioritization.
- Exceptional problem-solving, research, and writing skills.
- Ability to deal with confidential and sensitive information and issues.
- Strong organizational and time management skills.
Qualifications
- Post-secondary degree in Public Administration, Legal, Business Administration, or related field.
- 5-10 years of progressively responsible public administration experience (or equivalent).
- NACLAA Level I certification.
Additional Requirements
- Criminal Record Check.
- Valid Driver’s License and current Driver's Abstract.
- Bondable and Commissioner for Oaths designation.
- Availability for flexible hours, including evening meetings and weekend workshops.
Work Environment
- Primarily office-based with occasional external site visits.
- Interaction with internal staff, Council, public, and external agencies.
- Physical demands include lifting to 40 lbs., event setup, and extended periods of sitting.
